No it can't since it's almost impossible in *most* situations to correctly
determine what user sends that mail.  Only commandline sendmail binary can
told who invoked it (but one can use another program for this *if*
permissions allows he to do so), and when using smtp it's far harder (this
may work but not on all archs).  At the end, local user can write it's own
program/script to send a mail to outside world, not touching local mail
system at all...   Postfix implements almost only features that works
*anywhere* (i.e. not "half-works"), that's one of some basic Wietse's
principles.
